Mandatory Licences & Permits

All prospective suppliers, shippers, storage partners and refiners must hold – and be ready to present copies of – every item that applies to the activity you will perform for us. No purchase order or shipment will be confirmed until verification is complete.

• Environmental Permit (SR or bespoke) for storage/treatment of WEEE or mixed scrap
• Fire-prevention plan approval letter (if storing combustible WEEE)

Environment Agency (England), NRW (Wales), SEPA (Scotland), NIEA (N. Ireland)

Act as UK waste carrier / move loads inside the UK

• Upper-tier Waste Carrier / Broker / Dealer Registration Certificate

Environment Agency / NRW / SEPA / NIEA

Act as a broker or dealer without handling the waste

• Upper-tier Broker/Dealer Registration Certificate (England & WA), or SEPA “Broker” licence

Same as above

Operate a metal-scrap site in Great Britain

Scrap Metal Dealer Site Licence (or Collector Licence for itinerant collections)

Local authority under Scrap Metal Dealers Act 2013

Export or import WEEE across borders

• Approved Basel / Transfrontier Shipment Notification & written consents for every load series
Financial Guarantee covering repatriation
• Annex VII (green-list) or Movement Form (amber/hazardous) for each shipment

Competent authorities of dispatch, transit & destination

Act as notifier / consignee for overseas shipments

EORI number matching legal entity
• UK customs deferment or duty guarantee account (if you are importer of record)

HMRC

Move hazardous WEEE by road in UK/EU

ADR Driver Certificate + Vehicle Certificate of Approval
• Copy of current Dangerous Goods Safety Adviser (DGSA) appointment letter

DVSA / HSE

Ship containers by sea

IMDG Code training certificate for the person signing Dangerous Goods Note

Maritime & Coastguard Agency

Operate any treatment or refining process (UK)

• Environmental Permit for treatment (e.g. SR2008/60, bespoke S2/S5) or
• Part B Local-Authority Permit for thermal processing, if applicable

Environment Agency / NRW / SEPA / NIEA; local authority

Refine precious metals

Certified bullion-standard assay lab accreditation (e.g. LBMA, ISO/IEC 17025)
HMRC Anti-Money-Laundering Registration as a Dealer in Precious Metals & Stones (DPMS) – or evidence you fall under an equivalent national regulator

HMRC (UK) or other FATF-member FIU

Store >50 tonnes of metal scrap

Fire Service hazardous-installation notification or COMAH duty (if thresholds met)

Local Fire & Rescue Service / HSE

Transport, store or process POP-containing WEEE

• Analytical report showing POP concentrations
• Evidence of POP-compliant destruction or separation technique

Environment Agency technical guidance WM3

ISO & insurance (all partners)

• Current ISO 14001 or equivalent EMS certificate (strongly preferred)
Public & environmental liability insurance – minimum £5 m cover per incident

UKAS-accredited certification body / insurer
